China holds the secretariat of several IEC TCs TC 7: Overhead electrical conductors. TC 28: Insulation co-ordination. SC 32C: Miniature fuses. TC 85: Measuring equipment for electrical and electromagnetic quantities. TC 115: High Voltage Direct Current (HVDC) transmission for DC voltages above 100 kV. China hosts numerous TC meetings. China hosted IEC General Meetings in Beijing in 1990 and 2002。Thank you very much! 国际电工委员会中央办公室查尔斯·雅克马尔 女士们,先生们,晚上好! 今天我很荣幸来到长沙出席这次会议,我的演说包括两方面的内容,第一简单地介绍一下IEC/TC9的历史,然后介绍一下中国参与IEC/TC9活动的情况。 首先,我们花几分钟的时间介绍一下“牵引电机咨询委员会”第一会议的情况。它召开于1924年7月16日,于伦敦。当时它的范围仅仅包含有轨电机,后面扩展到整个铁路领域。参会人员为19人,其中15个来自欧洲,1个来自日本,3个来自美国。 牵引电机咨询委员会第三次会议召开于1926年4月16日。 当时,10个TC9会议中, 只有1个在欧洲以外的国家召开,而现在,有将近1/2的会议在欧洲以外召开。我所能找到的IEC中最早的TC9所制定的标准为IEC 48, 牵引电机规则, 它规定了最高时速不超过100公里的机车,现在已经废止了。 中国是1957年加入IEC组织,在1963年中国首次派遣代表团参加了IEC/TC9年会。 已经有三次IEC年会在中国举行,1998年在株洲,2004年在上海,2010年在长沙。TC9工作组会议经常在中国召开。现在中国主持了1个项目团队和一个特别工作组。 中国铁道部代表团于2009年4月21日参观IEC日内瓦总部。中国拥有多个IEC TC的秘书处,包括TC 7, TC 28, SC 32C, TC 85, TC 115。 其中TC 115, 高压直流输电非常重要。中国成功举办了多个TC 会议。中国于1990年和2002年在北京成功地举办了IEC常务会议。 谢谢大家! Franco Cavaliere ,the chairman of IEC/TC9 Mr Liu Mr Shi Mr Wu Mrs Tan,good evening! It is a great honor and a privilege for me to be here in this country that is doing so much to renew the technology, the transport industry, to provide a more efficient service, faster and safer in rail transportation. TC9 was established on the 24th April 1924 with the former title "Electric traction equipment" It means that at the time of foundation TC9 only dealt with rolling stock business (equipment, assemblies and so on). Now in 2010 (our plenary meeting is the 50th, because in the first years TC9 was held only every two years), it has the task to prepare international standards for the railway field which includes rolling stock, fixed installations, management systems (including communication, signaling and processing systems) for railway operation, their interfaces and their ecological environment. In the recent years, the railway sector has been subject to changes which have greatly influenced the design of railway systems and these changes concern operating characteristics as well as the technology involved. One consequence of the recent evolutions made is that after a period when the users were the leaders of the standardization works, the manufacturers are now the more deeply involved and they act on a world wide area. The task of IEC/TC9 is influenced by regional activities such as those resulting from the adoption of EC Directives by the European Union but nevertheless the goal is that in a near future IEC/TC9 will be responsible of a full coherent set of standards, the one based on regional standards included.上一页 [1] [2] [3] [4] 下一页
